Since the war began, who has mobilized more than 5 times? Who keeps complaining about shortage of troops?

It is thus understandable for Ukraine to lack man power. Interestingly, what they lack in man power, they have in weapons and innovation, this is why Russia still looses woefully on the battlefield in terms of men for tiny gains in land acquisition.
