I think the 40 character limit is an attempt to crush the "space bookers" who would post an emoji or just a word to book space on promising topics,only for them to modify with Gba takes when the topic makes it to Front Page. I have come to acknowledge that BRICS is not a military alliance. China entered the Korean War on behalf of North Korea in the 50s. They practically stopped the advance of American troops led by Gen Douglas MacArthur, due to military failure on the battlefield, the general asked for permission to nuke China.

In as much as I agree with you regarding Chinese approach to their allies. I think it's important for a country to choose their battle wisely. Just years ago, Iranian military and their proxy groups were still ordering/buying military/civilian gadgets from Taiwan. This is a betrayal on the part of Iran.
