Israel did this for these purposes. To distract the world from its genocide in Gaza and to stop the conference France and some European countries are about to host which is aimed at recognising a Palestinian state. Now France has postponed the conference.

Not necessarily, ballistic missile has a hypersonic direction, but also very predictable for extra exosphere interception.
