I don't understand the correlation between counting the votes and counting the person. Different people go to polling booths to vote different candidates. So as we're counting the person, are we going to be asking them who they voted for? Does that not defeat the purpose of a closed ballot system?

Closed ballots are not needed in the event of technical glitches or inability to count before voters. Everyone has been made to know that when the electronic way is failing, all should resort to manual and that's what's going to play out, whether as electoral staff or police, your job is to cooperate with the electorates if you desire to be alive and hear the final result
