No activated charcoal is mostly sold in pharmacy either in tin or caplet forms. it's just a neater, more fine, and better treated version of the local one used for those with food poisoning or drug overdose.

surely it will involve a lot of bureaucratic bottlenecks, but your best bet would be the FAAN Office, writing them see if they buy into the idea, Insurance Incase of any vandalism, camera set up for saboteurs, and patience for approval.
I don't think any license should be involved you aren't flying the plane.
