Israel were very specific about their targets during the war unlike Iran. Israel had total control over the Irani air space and could easily level the while Tehran with a hundred jet bombers in one day. But for the sake of war ethics, they avoided civilians. They even refused to touch Iran's main oil terminal which would disruption the global oil market and send Iran back to the stone age.

If Israel were to repay Iran tooth for tooth, targeting civilian residence, the stage was set to roll in Israel's favor. Tehran would be ashes long before you blink.
