That's not how the U.S justice system works, civil in this case only means no criminal punishment not that the evidence/burden of proof should be lessened, remmeber U.S courts operates on precedents. Even civil court cases can be appealed and then ultimately end up in Supreme court which requires that higher burden of proof.

You do know antisemitism refers to hateful speech right? And while can be constitutionally contested to revoke a visa or green card can never be used to denaturalize anyone. Freedom of speech gives a blanket protection even for hateful speeches in as much as there is no threat of violence. So doing a Nazi salute isn’t going to get anyone stripped of their citizenship
