If you read Sahih al-Bukhari 146, you will see that veil is not Arabian culture. It was due to that fact that umar saw the unclothedness of your prophet's wife and after this scenario, it was then using veil was revealed in quran!

My personal opinion is that the story about Umar served only as an excuse for prophet Muhammad to mandate the veil. Islam was supposed to be a new, progressive religion that abolishes the old habits, prejudices and superstitions, yet too much progressiveness could alienate Arabic men, so the prophet made the needed adjustments.

The veil is not only Arabic, but Semitic desert culture as a whole. Jews also veiled their women. Virgin Mary herself is always depicted with a headscarf much like hijab.

The reason for veil was revealed in Sahih al-Bukhari 146 by your prophet which is not Arabian culture. It was copied from other's culture because of his own reason as read from the above hadith!
