Actually there was an agreement between Gyokeres and the club that he would leave for 60m + 10 in add ons.

When Arsenal bidded the club accepted but wanted a full payment whereas Bertha wanted instalments.

Bertha later traveled to Portugal and negotiated for 65m but in installments. Which was also accepted. By the time he got back to England, stories began to emerge that the president wants 70m down. The player started to resist and finally the agent had to forfeit part of his agency fee to allow the deal go through.
