Environmental management is a professional masters.

Lectures for part time.are usually weekend for some departments and some departments do weekdays from 6pm

Tuition is around 250k. hostel accommodation is within 150k to 200k

I have checked all PGD courses and an HND certificate is not eligible.

Do you have any information on this, please?

You can apply for PGD for any course. Not a masters. So you can buy the form.
PGD is for these set of people:
1. Associate degree holders e.g HND
2. Bsc holders who want to venture in other fields. E.g I studied biology but I want to do msc in accounting. I have to do a PGD in accounting before I can do the msc in accounting.
3. Graduate with 3rd class or pass in there first degrees and want to further their education, but you can't further your education if you don't upgrade. Therefore you must do a PGD to upgrade your degree before furthering your education.

So go and get your PGD form. You are safe
