Because they are mostly rich countries and they have used money to suppress the spread over the years.

Like now, US pharmaceutical company have rolled out a WHO approved preventive vaccine in the form of an injection to prevent people from getting infected with HIV and the current cost in the US now is $28,800 per shot and you need two shots a year to protect yourself for one year.

Now tell me how can poor struggling countries like Nigeria where people are struggling to eat there square meal a day can afford this wonderful vaccine? No way, but many Americans are already taking the shots, same with Europeans, etc, Africa will be waiting till US and Europe subsidize the vaccine for free for them to be able to start using it, so why wont the virus be more among African nation's population?
