The Federal Government has introduced a new guideline setting 12 years as the minimum age for admission into Junior Secondary School 1 (JSS1), following the completion of six years of primary education.

The directive is contained in a newly released policy document on Non-State Schools, which was launched last week by the Federal Ministry of Education.

Non-state schools—also known as private, independent, or non-government schools—are those not operated by government authorities and are typically funded through tuition, donations, and support from individuals, communities, religious groups, businesses, and charitable foundations.

The policy highlights the increasing significance of these schools in delivering education across Nigeria, despite notable differences in standards and quality among them.

Providing a breakdown of age-based progression in early education, the Ministry stated: “Nursery education shall be of three years’ duration. Children shall be admitted into Nursery One when they attain the age of three years, Nursery Two on attaining the age of four, and one year of compulsory pre-primary education (Kindergarten) on attaining the age of five years, in accordance with the specification of Section 2(17) of the NPE, 2013 Edition.”

On the primary and junior secondary school transition, the policy adds: “Basic education shall be of nine years’ duration. There shall be a six-year primary and a three-year Junior Secondary School (JSS). Children shall be admitted into Primary One when they attain the age of six years. Every child must complete six years of primary education. They shall be admitted into Junior Secondary School (JSS1) when they have completed six (6) years of primary education, at around the age of twelve (12) years.”

By implication, students would be expected to complete secondary education at about 18 years, aligning with the previously suggested age for university admission.

Former Education Minister Prof. Tahir Mamman had previously declared 18 years as the minimum age for university entry, though current minister Dr. Tunji Alausa has since revised the threshold back to 16 years.

Data from the Nigeria Education Digest 2022 further underscores the growing dominance of non-state schools, especially at the junior secondary level.

According to the document, “Non-state schools outnumber state schools in at least 26 states of the federation at the Junior Secondary level, whereas at the primary level, state schools outnumber non-state schools in 19 states of the federation.”


It also notes significant growth in the private education sector over the past five years: “The growth in the number of non-state schools between 2017 and 2022 (the last five years reported) has been faster than that of state schools. Non-state primary schools grew in number by 31.56 per cent between 2017 and 2022, while state schools grew in number by 3.3 per cent within the same period. At the Junior Secondary level, non-state schools grew in number by 35.06 per cent between 2017 and 2022, while state schools grew in number by 6.8 per cent only within the same period.”

Why does the govt always go back and forth on this issue. I thought of recent, 16yrs was approved as minimum for university admission? So how's that possible with 12 being minimum for jss1?

Nice one. Meaning the 6-3-3-4 system of education is still in force. My classmate Kanwe wrote common entrance examination in primary 4 and left from there.

Good. Some people rush little kids to secondary school so they can be kept in boarding house. Then the parents can go and come free. If you know you are not ready to devote those first 12yrs to your kid, making them a whole human before secondary school. Don’t have kids. They also need to ban double promotion and initiate gifted classes. So all the brilliant students can still maintain their grade but learn more advanced subjects.

I look around and some of my classmates are 2-3yrs younger than me. Hooow! It’s pure negligence and abuse on the parents part. It will also go a long way to reducing cultism. By the time they enter University and they are 18, a more mature mind. They are less likely to be influenced by cult and other unnecessary vices, even pervert teachers will be more careful with mature students.

And is kindergarten supposed to come after nursery or before? These people should let us be and stop all these gimmicks.

Funny thing is that their own kids won't be blind by these same draconian rules they're making.

Ah, my sister knew such gifted kids when she was in jss 1. An eight year old and a nine years old. Both of them had to repeat the year. Both were also grossly immature

They have always been fixing the Minimum age for a long time now.

My son just finished is last NECO Paper yesterday and I remember the apprehension his transition to JSS1 caused when Lagos State pegged the Entrance age to secondary school at 12 then. He was 10.

Six years later, we are still pegging it.

My youngest child has just escaped the strict policy. He is 12 years old and in Basic 9 (JSS3). I am preparing to send him to where they repair phones and computers for training since schools have just closed. He is into programming.

Does the government expect him to crawl with low-IQ kids in the name of education policy?

All these age pegging recently placed by education ministry are backward steps to nation building... It will lead to parents sending their children abroad to achieve their destiny...

Consider this... if you make compulsory that every child must complete secondary school on their 18 years birthday... have you considered cases of those who may repeat classes... and those who are academically excellent...

To be very sincere... considering our need to raise children who are intelligent to solve our national issues... and compete with their fellows globally... these age limitations would be scrapped...

To set things straight... I graduated from university... with a B.Sc at the age of 19 years....

Well i know some people who graduated from secondary school at the age of 21 and still finished university with first class degrees.

Yeah, many exist out here.
The immaturity aside some kids are more advanced in academics. The examination rule should just be who ever can pass with excellent results if they are below the age then special consideration should be made so as to foster brilliance in the kids.

In civilized societies, there are 12 year old geniuses in universities.... There should be an exception for children that are gifted
