You didn't do any due diligence before proceeding to send money to someone you didn't even meet properly on the internet, Israel Raphael as a name sounds funny, I wouldn't be surprised if no one goes by that name.
You talked on WhatsApp and you didn't think to do a video call, you probably even sent money to a wallet that may not even have sufficient kyc information,.
You should be able to do this yourself, the same way these criminals take advantage of those wanting to leave the country, do you homework and go through the process yourself, just a permit and you were too lazy to go about it yourself, even this should be illegal.
You shot yourself in the leg, how unfortunate, everything you think you know about this guy is most likely a lie, shame on him too, but he certainly doesn't care about that.

I’ve never scammed anyone — those who have gotten my guides know I deliver what I promise. I don’t force anybody to buy, and I don’t take money without giving value in return.
