There are 42 ministers in Nigeria and many other parastatals so listing 19 Yorubas across 42 Ministries and numerous Parastatals means nothing without presenting the full picture. Someone can also list 19 Northerners. Not to say there may not be a tribal slant (without seeing the full picture), but what a dumb way of presenting data.
