Since i replied your post yesterday,i have not had time to check nairaland and do a research on changi airport.I just ran a check and just realized that either you are mischievous or ignorant.The $1.5b was when the airport was opened in 1981.the recent terminal 4 opened in 2017 at that airport cost about $1b to construct.

Refineries ports airports NNPC etc

They take all the money to Abuja and share it
Most of it going to the North
They forget about maintenance until it almost breaks down
Remember the roads around the ports in Lagos for years abandoned
Sane thing with the refineries

That airport can generate as much as Dangote refinery with the right strategy

We have to be very careful the way we make comparisons.The new airport in Istanbul that was opened in 2018 cost over 11 billion dollars.When Buhari announced $500M loan for 4 airports renovations i knew nothing world class would come out of project.I agree our politicians including Keyamo are thieves,but that Lagos airport total overhaul can't cost below $1bn.

Bro, it wasn't the runway. Goodluck Jonathan conceived and commenced construction of the new terminal at MMIA. I have pictures of it in my old phone.

By the time Buhari came in the structural, mechanical, HVAC and electricals were completed. Landscaping was already in progress. It was just furnishings that was remaining. Some private VIP and private planes were already using part of it but it wasn't opened to commercial flights.

Apart from Buhari famed slowness in taking decisions, the Buhari gove decided to stop work on all projects initiated by GEJ so that they will not eat thier words with all the lies they peddled against him to win election in 2015.
