Legal luminary and public policy advocate, Dr. Monday Onyekachi Ubani, SAN, has urged state governors and the Minister of the Federal Capital Territory (FCT) to adopt a deliberate policy of developing a structured night-time economy as a means of creating jobs, reducing crime, driving urban renewal, and rebranding Nigeria’s global image.

In a policy paper dated August 6, 2025, titled “Revitalizing Nigeria’s Nightlife Economy: A Strategic Pathway to Economic Growth, Job Creation, Crime Reduction, and Urban Renewal”, Ubani argued that transforming Nigeria’s largely underutilised night hours into hubs of economic and social activity could benefit millions of citizens.

The paper, addressed to all 36 state governors, the FCT Minister, and federal and state commissioners responsible for economic planning, tourism, security, youth development, and urban renewal, defined the night-time economy as activities between 6:00 p.m. and 6:00 a.m., spanning entertainment, hospitality, transportation, logistics, security, night markets, and creative industries.

Ubani noted that these sectors form interconnected value chains capable of generating mass employment, especially for young people and women, if properly developed.

“A functioning night economy could absorb thousands of unemployed or underemployed Nigerians across sectors such as event promotion, hospitality, security, technology, and logistics,” he said, citing the UK Night-Time Industries Association report that the sector sustained 1.9 million jobs in 2023. He maintained that, with a population of over 220 million and a youth demographic of more than 60 percent, Nigeria could surpass such figures with the right policy frameworks.

Ubani described the night economy’s potential as offering a “triple dividend” of job creation, crime reduction, and national rebranding. He explained that creating economic opportunities for idle youth would reduce their vulnerability to crime, drug abuse, cultism, and unrest.

“A functional nightlife replaces gangs with sound systems, violence with creativity, and hopelessness with enterprise,” he said, adding that regulated night activities and proper street lighting have been proven to reduce petty crime and violence in other jurisdictions.

He further stressed that establishing supervised night zones could foster stronger relationships between youth and law enforcement while projecting Nigeria as a progressive and investment-ready African nation.

According to him, Nigeria’s global recognition in music, Nollywood, and fashion provides a strong foundation to position its cities as continental leaders in nightlife, similar to Cape Town, Nairobi, and Accra.

Night life economy when there is no security in the day let alone night.

No or very poor transport facilities like road, railway for the logistics, tourism etc

Even some of us working in Lagos and Ogun State, you have to leave your house around 5pm for a shift that starts 7pm because of insecurity and bad road.

This is not a bad idea actually.
I remember working in The place GRA Ikeja and Admiralty way Lekki. These 2 areas can't condone crime that much at night. Coz night is more active than day time in these 2 places as back as 2011-2015.

I support his position.. Night life is very good for the economy and will curb crime.

There are many business in Ikeja that run 24 hours, also Surulere and Lekki.

A particular Mall, Healthrite is opening everywhere in Lagos and they operate 24-7.

I have always thought about this night life economy and how it will create more jobs, so this person has done well to have written to the Govt to look into it. The economy can not just be run on 10 hours a day and Govt feels it's going to be boosted; it can be run on a 24hr cycle. As people are closing from their 9-5 , another set of people are resuming from that time till morning. Put in place the security, street lights and stuffs to drive it!

He is very right....every modern economy should be a 24 hrs economy.....take Benin for example, everyone goes to bed by 9 pm....you can drive the entire Lagos rd and not see anyone at night......only airport rd and iyaro stays awake

Lekki and Ikeja that stays awake 24hrs,how many robberies or kidnappings have you recorded there.....I move around a lot at night as I even prefer it to during the day and I see people making money while you are sleeping.....if we can create more of such opportunities then we can create more jobs,that's what he is saying.

How is the government "coming to drag people out of their houses"? The man here is not suggesting that nightlife will make people safer automatically - that is putting the cart before the horse. He is rather saying that government should enable nightlife, and I believe that encompasses security and legislation if need be, to make sure that unemployed people can also function during the night.

I move around a lot at night,efcc will not disturb you if they don't have anything on you..... Lagos is benefitting a lot from night time economy because of it's relative peace and security .....those states you mentioned should create enabling environment for night time economy to thrive,it would create jobs and empower more people, that's what he is saying.

Thank you for this reasoning. Our law enforcement will also naturally be active during this periods, leaving potential criminals confused as both night nor day will not be comfortable to commit crimes.

Even in my community, on popular akowonjo road Pius and gina (PG) pharmacy has started 24hr operations, is that not a good thing? It shows they are seeing business that late in the night which shows there is room for activities to go on at night instead of just shutting down automatically because it is past a certain time.

Mind you, a lot is already happening at night , especially in Lagos and Abuja , even without a formal night economy.

There are people who begin to operate from around 10pm till early hours: bouncers, night caterers, strip club girls, disc jockeys, and many more. So , there's already nightlife but what exists now is clandestine and we already know the categories of people who work our nightlife scene these days.

Funny enough, only one of our prominent presidential aspirants has ever touched on this topic of nightlife economy revival, and he is also sadly the most maligned and hated. Nigeria is a land of wonders!

Don't be fast to such words of yours. As I can understand your comment, Oga is in ur direction. Nightlife is just the opposite of daytime and without security it can't happen I mean 2wice as day security. Yes they have to fix the standard of day life security first and then triple the night. It's just extra hours, shifts and double hustle not bad life. Developed countries don't sleep as well

If Nigeria don't start paying citizens by Hours, nothing will work. Even if it's 500naira per hour it's a game changer. Monthly pay makes settlement look scary but it's a trick. I also don't know why a great Nations Labour Congress can't see this secret.
