First of all, passengers are not allowed to board a flight with any sort of liquid or food. Water, drinks and food will be served to every passenger on board the aircraft by the airline crew.

The safety of every passenger is in the hands of the pilot and the pilot is the commander of the flight and have the right not to board unruly passengers. If a pilot see you as a threat to the safety of his/her flight, he can decide not to carry you along.

One person can not delay the flight of hundred other passengers.

Any liquid over 10ml, including water, is not allowed in the cabin according to aviation rules.
He is a regular air traveller and he knows it.

If he suffers from chronic dehydration as he claims, the best thing would have been for him to inform the flight attendants so he would be given a bottle of water immediately after boarding. I'm sure he wouldn't have died of dehydration within a few minutes.
