brainwave:Hello folks! It's feels almost 'surreal' to see that this thread has somehow been going for over a decade and a half after I made the initial post that got it started. I hope it's truly been of benefit for a few, in answering some questions and/or helping to provide a forum that facilitated 'networking' & useful information exchange. By God's mercies, I can say I don't regret getting into the HSE profession as it's been quite instrumental to the actualization of some personal dreams and aspirations including being a basis for emigration to other climes to live and practice the profession internationally. While the 'busyness' of living has not allowed me to visit this thread regularly, I would be more than happy to answer basic questions / provide general guidance relating to obtaining the recognized professional HSE certifications to practice internationally in the field especially, as it pertains to North America. Always remember, failure is an event, not a person, don't stop pressing towards your goals! Cheers. |

Timisho:What resources do you currently have at your disposal to study and prepare for the exams? Note that a personal tutor will also charge you for his time. Unless such a person is jobless or his job is not demanding at all. Be realistic. Anyone that can take you on NEBOSH IGC is vast enough in the discipline and hence most likely busy as a professional as well. |

Kola5281:If you are in Nigeria, do it with ISPON. I recommend ISPON because they are also recognized by bodies like National Industrial Safety Council of Nigeria (NISCN), BCSP, CBCSP, and Safety Professional Bodies of some countries that Nigerians migrate to through studies, permanent residency or professional/work permits/visas. Besides, ISPON gives you the pathway to get certified and become a member in line with the ISPON Regulations I (2024). Furthermore, if you say HSE 1,2,3 is expensive what will you say when it is time to upgrade to NEBOSH IGC and NEBOSH IDP to be competitive in the local and global market? |
| Re: Any HSE Professionals In The House? by 10thTenthMan: 7:19pm On Dec 03, 2024 |
engrwilliam5000:Ideally, regardless of NEBOSH or any international certification, if he intends to practice the HSE Profession in Nigeria he needs to be a professional member of ISPON actually. So I feel he is taking the right steps. |

The Role of Host Community Affairs in Nigeria's Petroleum Industry Act of 2021 and the Supportive Paradigm Shift in from just HSE to HSEC ......................................................................................................................................................................................................................................... The petroleum industry is a cornerstone of Nigeria's economy, significantly contributing to national revenue and employment. However, the industry has often been marred by conflicts between oil companies and host communities. The Petroleum Industry Act (PIA) 2021 represents a significant reform aimed at addressing these issues and fostering a more sustainable relationship between the oil and gas sector and local communities. This article explores the pivotal role of host community affairs within the PIA and the paradigm shift in Health, Safety, and Environment (HSE) disciplines towards a more integrated approach known as HSEC (Health, Safety, Environment, and Community). Understanding Host Community Affairs in the PIA. The PIA 2021 emerged from a necessity to redefine how the oil and gas sector engages with host communities. For years, the neglect of local populations has led to social unrest, environmental degradation, and a lack of economic benefits for these communities, despite their proximity to oil production activities. The PIA recognizes this critical dynamic by instituting provisions aimed at improving the welfare of host communities, which will lead to a more peaceful coexistence between companies and communities. Proper community affairs management will reduce downtown and agitations, leading to better economic gains. Establishment of Host Community Development Trusts: Under the PIA, companies are mandated to set up Trusts for host communities, funded by a specified percentage of their annual operating expenditure. This initiative is designed to promote community development and ensure that local populations benefit directly from the resources extracted from their land. Increased Participation and Stakeholder Engagement: The Act emphasizes the importance of engaging community stakeholders in decision-making processes related to oil operations. This participatory approach aims to foster transparent communication channels, allowing communities to express their needs and concerns. Social Investment Obligations: The PIA outlines the social investment responsibilities of oil companies. These obligations include investments in education, healthcare, infrastructure, and other critical areas that enhance the quality of life for host communities. Conflict Resolution Mechanisms: The Act promotes the establishment of frameworks for resolving disputes between oil companies and host communities. These mechanisms are crucial for maintaining peace and security in oil-producing regions, ultimately supporting sustainable operations. Paradigm Shift from HSE to HSEC The traditional focus of Health, Safety, and Environment (HSE) has evolved into a more comprehensive approach encapsulated in Health, Safety, Environment, and Community (HSEC). This paradigm shift reflects a growing recognition of the interdependence between corporate operations, community welfare, and environmental stewardship. Holistic Risk Management: The HSEC framework encourages oil companies to adopt a holistic view of risks associated with their operations. By integrating community impacts into their risk assessments, companies can proactively address potential social issues and environmental challenges. Proactive Community Engagement: HSEC emphasizes the importance of continuous dialogue with host communities. This proactive approach helps companies to identify community expectations and align their operations with local interests, fostering trust and collaboration. Sustainable Development Goals (SDGs): The HSEC paradigm aligns with global sustainability efforts, including the United Nations’ Sustainable Development Goals. By prioritizing community welfare alongside health and safety measures, the oil and gas sector can contribute to broader social and economic development goals. Long-term Viability: By extending beyond traditional HSE practices, the HSEC approach recognizes that the long-term viability of oil and gas operations is inherently linked to the well-being of host communities. Ensuring community support and social license to operate is essential for sustainable business practices. To conlcude, the Petroleum Industry Act of 2021 is a transformative legislative framework that seeks to redefine the relationship between Nigeria's oil and gas industry and host communities. By prioritizing community affairs and fostering a culture of engagement, the PIA aims to mitigate conflicts and enhance the socio-economic benefits of oil production. Furthermore, its inclusion of Host Community development brings to fore the transition from just HSE to HSEC within the oil and gas industry. This shift from HSE to HSEC represents a significant evolution in corporate responsibility, acknowledging that the health and safety of the environment cannot be separated from the welfare of local communities through adequate, planned, systematic result driven and evidence based approaches. As the industry adapts to these changes, it has the potential to create a more equitable and sustainable future for all stakeholders involved. The success of these initiatives will depend on the commitment of both the government and oil companies to implement the provisions of the PIA effectively and to prioritize the voices of host communities in the decision-making processes that impact their lives. Overall and within the Global Audience, it is advocated that the discipline is expended to cover: a. Quality b. Health (Municipal/Community/Public & Occupational/Industrial Health/Hygiene) c. Safety (Municipal/Community/Public & Occupational/Industrial Safety) d. Security (Physical. Virtual is usually handled by ICT in many organizations) e. Environment (Environment, sustainability, ESG, etc.) f. Community (Host Community) The risk management framework is similar for the above listed areas and these areas are interrelated and hence easy to manage wholistically within a single Department of an organization, with a Director heading such. In the professional and academic aspects of the discipline, it is also advised that the above are integrated into the fundamental foundational curriculum of the discipline to ensure that professionals, students and practitioners have basic knowledge of managing risks as it relates to the above six(6) areas of the QHSSEC discipline. |

Good day. Please does anyone have any reliable HSE handbook to use for putting up Risk Assessment of all sorts of jobs/projects before a PTW is raised ? Anyone with an E-copy or soft copy can send to this email .....brittlebishop@gmail.com. Thanks. |

bixton:I would recommend you watch a YouTube Video/Lecture/Webinars. Also, please remember that Risk Assessment is fundamentally based on a company's risk appetite which is also affected by regulations which is also dependent on the country and industrial sector. So when you find a good resource, whether as a book or video resource, you must tailor it to your organization by ensuring that the top management is aware of and accepted the risk profile you are working with in terms of your definition of various Frequency and Consequences categories and classes to People, Environment, Asset and Reputation (PEAR). |

HisCutestDamsel:For the countries / regions you mentioned you can check out the following institutes / organizations: For Nigeria, you can check out ISPON (Institute of Safety Professionals of Nigeria) USA - Board of Certified Safety Professionals (BCSP) Canada - Board of Canadian Registered Safety Professionals (BCRSP) These professional bodies offer the relevant HSE certifications recognized in their respective countries accordingly. You can get more information via their official websites. |
