It appears as if there are a few people in the federal government, and the lending institutions who get commissions from these loans.
In this report, the lending institutions are the Japan International Cooperation Agency (JICA) and the World Bank.
When the federal government takes external loans, they indirectly take money from the general Nigerian population through naira devaluation, and excessive inflation.

All these countries lending money to Nigeria govt should know that those public office holders won’t execute the project with the loan amount, instead they should build the infrastructure and take over it for period of time and get back their money

Any time you see them getting busy and serious with those foreign meetings, know that the real intension is to collect loans that would end up in their personal and family bank accounts.

In 2022, $200 million loan was collected from the same Japan for the same power sector. What did they do with the money?

Nigeria is just a failed state. Since 1960 we got independence, till date no place in Nigeria can boast of 24 hours constantly power supply. In this 21th century we are talking about borrowing money to fix power supply.
