Retaliation against the ghouls and the arrest of UN officials are not mutually exclusive.

The Houthis control most of Yemen, but the UN only accepts a representative from the illegitimate government in exile.
The deposed President Al-Himi even met Putin in Moscow in May and sent a representative to the China-Arab summit this year.
The Houthis are updating their plans. They had been fine, owing to Russian and Chinese persuasion, with the UN-negotiated tenuous truce with Aden. But after the Israeli strike, they are seriously considering plans to take all of Yemen and depose the internationally-recognized government as Jolani did in Syria. That is the loophole Satanyahu used to justify the strike under international law.
This operation is part of their plans. It also doubles as a way to protest to the UN in a way that'll trigger a pointed response instead of sending an ineffectual letter that Gutteres will put in a shredder.

The perfect time for retaliation on Israeli civil leaders would be after the UN General Assembly in September.
No one wants to give the Europeans an excuse to back out of their plans to recognize Palestine at the UN Assembly in September.
A potential pre-emptive strike from Iran will also not occur before the assembly either.

Now, Russia cannot transfer anti-ship missiles to the Houthis like they planned to because of their shortsighted decision in 2015 to appease the Arabs and partly because since they were backing Assad, they wanted to be consistent since the Houthis militarily seized power. That resolution is open ended and does not expire.
Even as recently as last year Xi and Putin did not oppose annual renewal of sanctions on Houthis. They only opposed US plans to add more sanctions.

So you can see why the Houthis are going after the UN.
And more importantly, that it has nothing to do with the inevitable retaliation against Israeli civil leaders.
That na market wen Israel price, and the Houthis are within their rights to take scalps.
