In line with the Petroleum Industry Act (PIA) 2021, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has taken a bold step towards oil and gas transparency in Nigeria. The Commission has officially released the Nigerian Upstream Concession Situation Report, which contains the complete list of oil blocks in Nigeria and the companies that own them.

Why This Matters

Section 7(m) of the PIA 2021 empowers the NUPRC to ensure openness in the petroleum sector. By publishing the owners of petroleum licences in Nigeria, the Commission is giving stakeholders, investors, and citizens direct access to vital information that was previously hard to obtain.

Key Highlights from the Report

The report, dated 1st August 2022, covers:
• Companies with Petroleum Exploration Licences (PELs) and Petroleum Prospecting Licences (PPLs)
• Area sizes of licensed blocks (in square kilometers)
• Equity distribution percentages among partners
• Geological location/terrain (Niger Delta onshore and offshore)
• Dates of licence grant and expiration

For example:
• TGS-Petrodata Offshore Services Ltd holds PEL 1, covering 56,500 sq.km in the Niger Delta Deep Offshore.
• Several firms including Ereibina Energy Resources Ltd, Omega-Butler Marginal Fields Ltd, and Petrogras Energy Trade W.A Ltd are listed under PPLs in the Niger Delta Onshore.

This publication is a significant milestone for Nigeria’s oil and gas sector. It provides clear insights into who controls which oil blocks, ensuring that NUPRC petroleum licences are managed with accountability. This is ignorance speaking. A company is a legal person. There is no reason for them to publish the names of specific individuals. If you're so curious, you can go to CAC and for a small fee they will reveal the individuals behind any company to you.

Nigeria under the PIA does not allocate oil blocks or fields to individuals. It has to be a corporate body. If you are interested in knowing the beneficial owners, corporate affairs commission is there for you.

This is an incomplete list of oil blocks in Nigeria and the companies that own them if the names of their actual owners are cleverly shrouded in the secrecy that the NUPRC is claiming to forestall.

Even though companies are legal entities, they are owned and operated by individuals.

What Nigerians demand are the names of the real owners if transparency is the real purpose of this list.
