That memo didn't make or state any provision for schools without funds in their purses. Government schools are 'not-for-profit' and so Government is their sponsor. A memo for such activities to schools that resume in September would not come in the last week of August. Our government is just irresponsible, and defending them irrespective of our political affiliation, encourages such ineptitude. That memo didn't address situations where schools do not have money, or where the pupils are too young or small in population.
The author of that memo should be suspended. Responsible governments communicate appropriately, and make adequate plans to ensure things run smoothly.
If people at the helm of education affairs cannot get it right, then primary (education) is no longer bedrock of enlightened citizenry.

Please explain to me. It gave teachers a time frame to monitor the glass clearing ( according to you). Are students also to monitor the grass clearing when it comes to their turn too, because it also mentioned them

The schools should have domestic workers who handle such duties. That norm of letting students do it, should be abolished. Students are not slaves for God sake!!!

Suffer is not a virtue. If they want to teach the students endurance, they should do it in other ways. In this part of the world people forget knowledge transfer quickly and focus on experiences transsfer/replication.

There is not part of the statement that said teachers are to cut the grasses. They schools have gardeners and are expected to do the work. It will is possible money has been given in form of allocation to the executive principal which they may chop and asked the students to carry it out free. So that's the government stance

I tried as much to understand where it is stated that Teachers are to cut grasses and can't find any. I remember back in Secondary school, the principal paid a contractor to have the grasses cut using tractor. Some small portions are left for students during resumption or for discipline purposes. I really don't understand why we twist things in this country

Comprehension is the biggest challenge facing this generation...People don't read and the ones that read can't comprehend a few paragraphs...It's a big problem.

But days for teachers and students to clear the environment are clearly stated on the memo. if that does not mean that teachers should clean/clear, what exactly does it mean?

It means the teachers are resuming a week earlier than the students and as such the exercise should be carried out before the teachers resume... comprehension nah serious issue for we Nigerians....nowhere is it stated in the memo that teachers should cut the grasses
