A former Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, has revealed that late former President Muhammadu Buhari threatened to sack him if his push to remove petrol subsidy during Buhari’s tenure failed.

Kachikwu, who served as minister between 2016 and 2019, made the disclosure on Monday during a virtual business mentorship lecture series organised by the Nigerian Content Development and Monitoring Board.

He recalled that his biggest challenge as Group Managing Director of the Nigerian National Petroleum Company (NNPC) in 2015 was the nationwide fuel queues that crippled economic activities.

Kachikwu noted that despite sleepless nights and efforts to ease the crisis, much of the subsidised petrol imported into Nigeria was being smuggled across the borders, making scarcity inevitable.

The greatest challenge I had when I resumed as GMD was the issue of long queues at petrol stations. Very few Nigerians realise how traumatic it is for a minister or a GMD who is committed to wake up and find the whole country grounded. Of course, I would go to filling stations, try to help them fill, and ensure there were no unnecessary traffic obstructions. At the end of the day, every time that happened, I had no sleep,” he said.

According to him, investigations showed that most of the subsidised products were diverted across borders.

He explained that despite collaboration with the Nigeria Customs Service and other agencies, the leakages persisted because the NNPC lacked the political and security capacity to police the borders.

Kachikwu said he repeatedly asked Buhari to approve a review of pump prices, but the President resisted due to his populist stance.

I went to the President many times and said, ‘Look, I need to move up on price.’ He resisted very much because of his populist position. Eventually, he said, ‘Okay, you know what? I’ll leave you to take the risk. If it works, fine. If it doesn’t, I’ll fire you.’ That was good enough for me—and I did,” he recounted.

The former minister said he introduced a policy of “price modulation,” allowing petrol prices to reflect international market realities.

He explained that the slight adjustment not only removed the subsidy but also cleared fuel queues nationwide within 48 hours.

That singular price adjustment removed the subsidy. There was no more subsidy. And within 48 hours, magically, every queue in the country stopped. It never happened again until I left. That was how I could at least sleep better, and the government made more money,” he said.

Kachikwu also disclosed that he refused to settle billions of naira in outstanding subsidy arrears he inherited, insisting that most claims were unverifiable.

“We didn’t pay the arrears of subsidy because my position was that I could not audit the transparency of the subsidy claims. So, I preferred not to deal with those issues,” he added.

He noted that while subsidy removal by the President Bola Tinubu administration was inevitable, it should have been accompanied by clear plans for refineries, infrastructure, transporters, and oil-producing communities.

Buhari was a good man and I never regretted voting him in 2015. He was a father indeed. Even when it was deemed necessary to sanction some states not ruled by the apc and declare a state of emergency, he never did so. He never withheld any state's LG allocation unlike what tinubu is doing in osun and all the LG workers are at the mercy of the adeleke family who have been paying the Osun LG salary for 7 months now and without making noise over it. How can you withhold a state's funds and suffer the masses cos of your political ambition? Isn't that wickedness?

Buhari and tinubu always fell out on key political and economic issues and the reason they didn't get along throughout his 8 years administration and Buhari's actions were geared towards the love for the masses. I also remember him settling the oil-rich state which gave wike the opportunity to do a lot of projects in rivers. He didnt withhold the funds.

When buhari came to lagos to commission the Ayinke House and the newly rehabilitated airport road which Tinubu's firm constructed,I was there as a sub contractor inside lasuth but tinubu was absent. Buhari came to commission dangote refinery but tinubu left the country ahead of his visit.

We've not missed Buhari yet. We will miss him more in the next 2 years.

See the contradicting statement, price adjustment removed subsidy during Buhari regime but Tinubu still had to remove subsidy because it was inevitable.

Most Nigerian governments did not want to do total subsidy removal. Even tinubu, his own total removal was forced by high debts. So they do partial removal.

What buhari did re subsidy is what GEJ, Yaradua, Obasanjo, et Al did. Partial removals .

Unable to have just one working refinery after spending more than $30 Billion dollars for 10years in turn around maintenance and salaries on 4 dead Refineries...

What happened under previous government, buhari included, was partial removal of subsidy. This took pressure off government finances while keeping fuel cheap.

This caused a lot of debt . By 2022, debt service was eating ,90% of revenue. Hence tinubu being forced to remove subsidy ( not the bold decision his supporters paint it as, he had no choice)

The refineries didn't work and he didnt resign.

When was the last time you see the queue at filling station, when was the last time you here that our custom and other security officers have to battle fuel diversion at the border, when was the last time you hear states saying they want to borrow money to pay salaries?

Buhari and every other president who didn't remove the subsidy have Nigerians at heart somehow. IMAGINE removing the only two things Nigerians can ever ever benefit from a corrupt government and converting them to your personal revenue. That's what Tinubu did and some people are praising him. Dollar subsidy gone, fuel subsidy gone. Proceeds are going into the hands of the top guns to use for buying private jets and biscuits worth billions of naira, lol.

Subsidy should be considered as a financial scholarship to the citizens and removal of it is wickedness. The government can pay subsidy and still have large amount of money to function if they really want to. Now subsidy has been removed, where is the proceeds going to? Into individual hands of course. Used for silencing and bankrolling once APC opposers. It is a pity.

Because subsidy meant that any investment in refineries would mean losses

Subsidy means that i can refine fuel at say 1200 naira and government tells me to sell at 400 naira while paying a subsidy that does not cover my losses.

Ghana has two working refineries. Niger has one. They both don't and have never had subsides. Refineries as a result have been profitable and work

NNPC refineries were run at a loss for decades to keep subsidy costs low.Hence their being a mess today
