I don't think this is from the university.... the first thing to observe is that what we're looking at is a computer screen not yet printed.

Even my little daughter spotted the errors from a university circular. We were supposed to be reading write-ups from Prof. to use and write English language Exams, rather. Even the universities the fall hands now

This is not likely to have been written by the Prof. The ideas are OK. The execution is what is found wanting. Very likely the Prof dictated the words and the Department typist did the damage.
