They don't even have exclusive power over policing, let alone the army.

This institutional centralisation of power in the FG is big part of the problem

Governors can only request assistance of troops presence from the FG. A Governor cannot just stand up one day and be issuing directives to military units positioned in his state. Governors lack that power.

For this Kwara State, it may be possible that the governor is making efforts to seek assistance, but the problem is coming from the FG. I once heard that the FG said there's not enough soldiers to deploy
