So who will be paying local government salaries? Chairmen who are in their houses?

Even in your question the common sense answer is there. If a matter is in court and you don’t want anyone to access the money and neither do you want to tempt those charged with it’s distribution you lodge in an account where no one can touch it until the case is decided. Chikena.
