No one can arrest Bibi... he is well within his rights to protect his people whom he is on sworn-oath to secure. Is it possible to exterminate TERRORISTs without collateral damage; Yes, but only when the terrorists' MO meets with the rules of engagement, for example:
1. When and how force can be used only on opposing military.
2. Compliance with acceptable actions in combat.
