The situation has been exacerbated by the removal of the fuel subsidy in May 2023, the subsequent floatation of the naira, and logistics issues, which have all led to higher fuel prices and distribution challenges.
Major periods of fuel scarcity since May 2023

May 2023: Immediately following the removal of the fuel subsidy by President Bola Tinubu, Nigerians experienced an immediate and significant surge in fuel prices and widespread queues at filling stations.

October–November 2023: A scarcity was reported in the Federal Capital Territory (FCT) and other states, including Nasarawa and some South-East and South-South regions. This was reportedly caused by insufficient supply from the Nigerian National Petroleum Corporation Limited (NNPCL).

March–May 2024: Fuel queues re-emerged across the country, particularly in Abuja and Lagos, lasting for over two weeks. At this time, marketers attributed the issue to NNPCL's outstanding debt to international oil traders, which had slowed imports.

September 2025: The country faced generation shortfalls on the national grid due to industrial action by the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) within the gas supply chain.
