Security pact can be signed with any ally but also depends on yourself. Supposedly learn this from Turkiye. A NATO member yet still stands for her state.

International politics is all about interest not about permanent friends.

I don’t know but it seems to me that trump made a very big mistake on this one. The new tactics of this jihadist now is to relocate to Qatar and be shooting missiles from Qatar to Israel. Secondly, why will trump sign that pacts without first expelling the Hamas terrorists from Qatar and making sure that Qatar no longer funds terrorists
