Well it doesn't directly mean victory but then if it causes a total break in the chain of command and leads to the hostile group being unable to fuction at full capability then it could lead to victory.

In history taking out leaders have many times lead to decisive victories

Hezbollah is the weakest they've ever been so much so that they are being pressured to disarm, they dropped out of the Gaza war couldn't come to their patrons aid Israel keeps blowing up their targets In southern Lebanon Hezbollah territory and they do nothing most Israelis are back in the north.

So yeah sometimes killing the leader does lead to victories.
