I understand your point and it's valid. But we also need to understand because something is a custom does not make it indispensable especially when circumstances don't favor it.

There's insecurity everywhere, what exactly are they parading? A country with an active military is having insecurity issues but the same military has energy for a ceremonial parade, giving the right energy to the wrong things. Parade is a luxury, ending insecurity is a necessity.

If the parade had held and something bad had happened like an explosion or something of sorts, will you cut him some slack knowing he could have canceled it but chose not to due to the parade being a "custom"?
