Unforseen circumstances, scope and cost variations and force majeures can disrupt planned budgets and timelines. It's just a case of outlining the planned vs the actual budget, timelines, scopes etc.

Why does Umahi feel Nigerians don't deserve to know the average cost per kilometer of the Lagos-Calabar Coastal road? Tinubu has centered his entire presidency around the road ( bad idea) to the detriment of other roads, and yet, the details of the project are still shrouded in secrecy. How much did the additional 100km to Edo cost and was it properly procured?

I don't like trusting politicians though I must admit I see some sense in why cost per km could be misleading in a project that needs to pass through different states and terrains.

I am not a civil engineer,but I can advise you not to waste energy on Rufai.That guy is empty and should never be taken seriously.Somebody who said fx rate for this year is going to be #2500 when every economic indexes point to the contrary.

It doesn't mean he cannot calculate the cost per kilometre which can be estimated as cost of the project divided by the total kilometre to be constructed.

Uncertainties are factored into the estimation of projects. That is why there is a bidding process in which the best bidder, who can handle project cost and uncertainties, without coming back for a reevaluation, wins. Be quiet.

Try this kind of planning in private sector especially multinationals, you'll see how quickly your job disappears.

Yes, for road constructions, there might be things outside of control. But not feeder roads etc. Out of control is a landslide, hurricane, explosions and wildfires etc. Every other thing can and should be planned for strictly. In my field your plan must be +/- 5% or u are OYO.

Of course multi year project will need to factor in inflation and cost escalations. But that is not overestimation. Its part of planning
