Unforseen circumstances, scope and cost variations and force majeures can disrupt planned budgets and timelines. It's just a case of outlining the planned vs the actual budget, timelines, scopes etc.

Very intelligent submission at the bolded. You cannot say that the FG embarked on a plan without a basic plan. There would be a budget for the road that would undergo several variations.

But fine, if you choose not to reveal the original budget why not share the expenditure profile for the completed parts of the job. That would be the next good move......at least feed us with some transparency.

Rufai request is illogical. Cost of dry land area n water logged can not be the same. Hence, Rufai was wrong

The minister also corrected Rufai opinion about an investor that want to claim more than she had invested.

I think Rufai should re-consider his ideology about how questions are to be asked as a journalist not because you want to cheap in but the questions should be logical

It's not just about Umahi, its about the system. Contracts are over inflated. A job of 1 billion naira can be done for 20 billion naira. They have no fear of God.

Simple question, tell us the cost per km of the coastal road Contract, he couldn't. It's better not to enter politics if it will compromise your Christian faith. Hell fire is no respecter of persons.

Every project has an estimate. He should have given the estimate for the one completed but trust him in his arrogance to shout him down.

Vreat interview... the Minister did a wonderful job to convince any illiterate that he is a tout hiding behind the title of professor and Minister. Those two titles are like nuclear weapons ... whenever he pulls them out everyone should shut up and roll over. He never expected to be challenged ... he is not used to be challenged... he never expected to be asked questions that can bring transparency to the cost of the project. Even if he didn't know or didn't want to say... he could've danced around the question but instead got all puffed up with anger and arrogance and squealing himself into a tantrum. Seems like he then remembered his high cholesterol blood pressure and the baby back ribs that he was about to eat before the interview and he immediately shut his trap.I know many who once respected him ...because of title ...will now see him for who he really is ...a tout . Road construction contracts are made up of many items (clearing, subsoil excavation/filling, drainage channels such as culverts/bridges and surfacing. Hence, the average unit cost per kilometer of roadway can vary widely. Nonetheless, the total cost is typically obtained by aggregating all items in the contract, that is => govt unit rate for each item x estimated quantity. Note also that depending on site conditions, the actual quantity of items constructed could be less or more. Hence, physical measurement of works executed is jointly undertaken by the govt rep and a contractor prior to the preparation of every payment certificate.

I believe that the Ministry of Works has the estimated average cost for each segment of the highway. So, if not for his usual condescending attitude, nothing stops Engr Dave Umahi from enlightening the public a little about the financial aspect of the road project. He could have simply said that the average cost is location dependent; that while the cost per kilometer in a swampy area could range from this amount to that amount, the unit cost could be as low as this amount for non-swampy areas.
