Governor Soludo on Thursday, October 9, 2025, inaugurated the Chairman and Members of the Anambra State Electricity Regulatory Commission (ASERC):

Barrister Chijioke Nnaemeka Obi - Executive Commissioner

The Commission's Role include;

- Regulate electricity market
- Issue licenses
- Set and review tariffs
- Monitor performance standards
- Promote renewable energy
- Protect consumers
- Resolve disputes
- Advise the government on energy policies

Soludo inaugurates 5-member Anambra State Electricity Regulatory Commission

Awka — In a move to enhance power supply management and strengthen regulatory oversight in Anambra State, Governor Chukwuma Soludo has inaugurated a five-member Anambra State Electricity Regulatory Commission (ASERC).

The commission is chaired by Professor Frank Nwoye Okafor, who will also serve as the Chief Executive Commissioner. Other members include Engr. Geoffrey Okwuchukwu Nwokoye, Dr. Nnaemeka O. Ewelukwa, Engr. Nosike Emmanuel, and Barr. Chijioke Nnaemeka Obi.

The establishment of the commission followed the passage of a bill by the Anambra State House of Assembly, which provides the legal framework for regulating the state’s electricity market and ensuring efficient power delivery.

Governor Soludo charged the appointees to oversee the effective regulation and management of electricity supply to meet the growing energy needs of Anambra’s population and economy.

He commended the House of Assembly for the timely passage of the enabling law and urged the commission to operate within its legal mandate while promoting transparency, accountability, and innovation in the state’s power sector.

“This marks a crucial step toward Anambra’s transition into a decentralized electricity market. You have been carefully chosen for your expertise and integrity. We expect you to deliver results that reflect our collective commitment to reliable and sustainable power,” the governor said.

The Commissioner for Power and Water Resources, Engr. Julius Chukwuemeka, noted that the 2023 Nigerian Electricity Act was being domesticated for implementation in Anambra, adding that the state had been strategic in laying the groundwork for the initiative over the years.

In his remarks, the Commission Chairman, Professor Okafor, pledged that the team would meet the expectations of the people by ensuring improved power supply, energy accountability, and revenue assurance.

He assured that while the tasks ahead were significant, they were achievable, expressing optimism that the state would overcome past challenges in power delivery.

“We are committed to ensuring that both the quantity and quality of power supply in Anambra improve significantly,” Okafor stated.

In March 2023 President Muhammadu Buhari signed a constitutional ammendment bill into law and part of the ammendments was that states could generate, transmit and distribute electricity in places that were covered by the National Grid.

In June 2023, President Tinubu signed an ammendment to the Electricity Act into law. The new law allows states to issue licenses to companies to generate, transmit and distribute electricity within their states. The law says that the states must first enact a law to regulate electricity generation, transmission and distribution before they can take over the regulatory functions of the NERC.

There's no existing power infrastructure in Anambra state for them to regulate.
So what are they going to be doing?
Unless the government wants to invest in independent power project, of which a visionless person like Soludo can't do.
He would rather build govt house and hotel and recreation park and substandard roads.
Unless individuals will exploit the new gas field and build power that they would sell.

Meanwhile, the states have the power to remove subsidy.

What is the significance of decentralisation?

1) States have the power to license companies to build power plants and generate power. They can build as many power plants as they need and they can use multiple sources of power (gas, solar, hydro, etc).

2) States have the power to license distribution companies.

3) States have the power to ensure that these companies charge a cost reflective tariff, to ensure that the market succeeds.

4) However, as Enugu found out, states do not have the power to reduce tariffs based on federal subsidies.

grin People know this, but they want to play politics.

Remember, NERC (and its MYTO) is no longer regulating electricity in these states.

I believe this will create healthy rivalry between states on electricity. Fine the initial stage will be tough, even at some point citizens maybe fed up of the state electricity but Rome is not build in a day.

Exactly! It's like the competition that we had in the First Republic. A region established a state TV station, other regions did the same. A region established a university, other regions did the same. A region created free education, other regions followed suit. A region figured out a new tax system to raise revenue (PAYE) and other regions followed suit.

What I expect is that a state will create an innovative pricing policy and other states will learn from it.

A state will invest in other sources of energy and other states will learn from it.

That's the advantage of having many agencies rather than just one federal agency.
