Why did Quran 9:29 say you should fight against non-Muslims? It's because they refuse to become Muslims, not because they are fighting against Muslims. Go and read the verse by yourself and find out.
The verse also says Muslims should stop fighting against non-Muslims of the non-Muslims convert to Islam. It didn't say you should stop fighting against them after the stop fighting against Muslims.

The verse shows clearly why Muslims should fight against non-Muslims and it is not because those non-Muslims are fighting against Muslims.
