I believe there should be certain types of people who should be given pardon. For example, people who are first time offenders or people who committed a crime, may robbed somewhere, because they needed to help a relation who was dieing.

Pardons shouldn't be for hardened criminals. Just imagine pardoning someone like Evans or Anini, if he were still alive.
