I saw a post here about a landlord making a tenant's life hell, and I summoned the courage to post mine. Please, I need your help. in this post, i will just refer to him as the landlord, but he is my landlords brother.

So this is the first time I am actually renting an apartment. been living with my parents for years. So I got an apartment here in lagos. I got this apartment around november 2024. During this time, the house didn't have a prepaid meter installed. But the landlord brother told me that he has applied and the meters will be ready by January 2025. Also, I noticed the house was leaking, which I complained about, and after one month, he sent someone to check it out. Unfortunately, tragedy hit my family, and I travelled back to my state in January. I was there for 7months. Upon returning to my apartment this September I saw they have mounted the prepaid. I was happy. I went to recharge, spent about 30k on getting the tamper code because the tenants there used my units and it bypassed. I didn't complain, I paid for the tamper. However, when I decided to recharge the line, I noticed it had an outrageous outstanding fee of 1608k, plus an additional 30k in minus on the credit. This is after I have paid the tamper code. I called my landlord to ask how on earth I have to pay over 200k on a new metre. This man told me that when I was away, that NEPA was bringing the fee, so they were not including me in the fee, cause then the fee was like 20k, 40k. But then NEPA started bringing a fee of 800k, and he then decided to arrange with the other tenants to give me a bill, when I am not in the flat, and everyone knows I am not in the flat for good 7months. No one ever came to my flat, like I said. I never had anything in my flat, only a Spacetek standing fan, I never had a TV, not even a fridge, as of then, cause of the tragedy that made me rush home. I told him that it is not possible to inherit a fee on a new prepaid card I never used. With all the calm and reasonable way I tried to resolve this, this man told me that he doesn't care, if I want, I should stay without light and be in darkness, that is my business. that he is at home enjoying his life and his own electricity.
Remember, my roof is still leaking heavily. I then asked him about the roof, and he said he would send someone. Later, two different people came on different occasions, and nothing yet. As you know, the month is getting to November, I have the rent ready; however, I want to make sure that he clears the credit on my meter and gets the roof done, and provides me with the living conditions I actually paid for. I do not want to start my first house rent in this way, problematic. I have been staying without light so i went to buy solar just to power my apartment. but it is affecting me because sometimes, there won't be sun, especially now that it is the rainy season
Please, i need your help from lawyers in the house please
