The Nigerian Bar Association Section on Public Interest and Development Law (NBA-SPIDEL) and the Nigeria Police have agreed to review the tinted permit policy.

Prof. Paul Ananaba, the Chairman of NBA-SPIDEL, disclosed this in Ikeja on Thursday during an interactive session held as part of activities ahead of the NBA-SPIDEL Annual Conference in Akwa-Ibom.

Ananaba, a senior advocate of Nigeria, said the review was to ensure it aligned with public interest and national security objectives.

The learned silk said the decision followed weeks of engagement between both parties after concerns were raised by Nigerians over the harassment of motorists whose vehicle windows were not completely transparent.

He said the association intervened after several reports of indiscriminate arrests and impoundment of vehicles by police officers enforcing the tinted permit directive.

“Following our discussions with senior police officers, we agreed that enforcement of the tinted permit should be suspended while a joint review committee is constituted.

“SPIDEL’s engagement with the police is not confrontational but aimed at promoting accountability and justice in public administration.

“The committee, comprising representatives of NBA-SPIDEL and the Nigeria Police, will examine the legal and security implications of the policy and recommend new modalities for its regulation,” Ananaba said.

He said the association filed a suit against the police over alleged discrimination against some citizens, adding that such legal actions were necessary to uphold the rule of law.

“SPIDEL is not a body of activists. Our focus is public interest and development,” he said.

The News Agency of Nigeria (NAN) reports that the annual conference will be taking place from Dec. 1 to 5.


Also speaking, Mrs Adaobi Egboka, Director of the Africa Initiative at the Vance Centre, New York City Bar, said the Centre for International Justice had proposed a partnership with NBA-SPIDEL to strengthen public interest law and institutionalise pro bono legal services across Africa.

Egboka made this known while presenting the centre’s proposal to collaborate with the NBA in promoting access to justice, ethical legal practice and development.

Egboka said the Vance Centre, a non-profit arm of the New York City Bar Association, works globally to advance justice through cross-border legal collaborations, pro bono services and institutional integrity.

She explained that the centre operates through four major programme areas – environment, human rights and access to justice, institutional integrity, and public interest reporting – to strengthen democracy and the rule of law.

According to her, the proposed partnership will help the NBA develop a structured pro bono framework, create a database of participating law firms and establish standards for measuring legal aid contributions.

Egboka also called for collaboration in establishing a “Pro Bono Declaration for Africa”, similar to the Pro Bono Declaration of the Americas, which committed law firms to dedicate specific hours annually to free legal services for the underprivileged.

“Such initiative will promote accountability, enhance diversity within the legal profession and improve access to justice for vulnerable groups.

“The Vance Centre has successfully launched a Pro Bono Institute in Kenya in partnership with local universities and law firms, serving as a model for possible replication in Nigeria through collaboration with the NBA-SPIDEL.

“We urge the NBA to support the centre’s vision of building a stronger, data-driven, and institutionalised pro bono culture in Africa,” Egboka said. (NAN)

Why is it difficult for our national assembly to abolish this military law?

Nigeria is just running as if we want it to collapse one day.

If the police have any issues with a car, the right thing is to stop the driver and search him or her. Why making things difficult for Nigerians?

Tinted permit na military hangover.
Martial law has no place in a democracy.
Getting a license does not make it difficult for criminal elements as they also know how to be licensed.
People should be asked to wind down just as they are asked to open boot.
Tinted glasses hide things same way as boots.
Or will they soon ask for boot permit?

I applied for the permit, and the status was pending for several months, not until last week, when i checked my dashboard, the payment I made has been deleted from the dashboard. Mails were sent and no reply. Who is to be blamed? I am waiting till when stories go come up, as i have the proof of payment and screenshots of everything. I need an explanation, why my payment was deleted from the BD.

The whole idea of tinted permit is a quest of futility .. if NIN didnt stop crime Tinted permit wont curb or mitigate crime

Except the police are vying to become a revenue generating enterprise

All that registration fee and renewal fee clearly shows the intent is not for security ... the real solutions are there but they are all about money

abi ooo! they know most of the lastest Suv n vans come with factory fitted and those cars are high on demand .... that smells like revenue generation for them, security is the lack thing on there mind

Good development

Some corrupt police officer are already taking advantage of this in Osun State. Asking for ECMR or tinted glass permit and demanding huge some of money

I was stopped by a team of one Supol Kehinde from force headquarters okefia . They asked for documents, I gave the guy, the next thing is he disappeared with my documents.
By the time we will locate where the team came from. I met my documents on Supol Kehindes table telling me that, because of ECMR, my vehicle will be impounded. I saw how many people were being made to part with money cos of this.
It was the call of the Force PRO for Osun State that made us left without paying. Even at that she was still ranting like a wonder lion

It's a useless law and should be scrapped by the government.


Renewal of tinted permit is revenue generation scheme and not security.

What happened to just state the vehicle is tinted on renewal of vehicle papers.

Nooòooo Nigerians must pay.

There is nothing bad in getting permit once a vehicle has tinted glass but should be once and for all not the yearly revenue one. I obtained a signed then Inspector General of Police approved tinted permit for my car in 2020 and i am still using the car till today and Police is now asking that the permit be invalidated while a new one be obtained and should be on yearly basis. This act is fraudulent and wicked and should not be allowed to stand.

Dr. Kayode Egbetokun, the IGP should pity Nigerians. There is no need to invalidate existing tinted permit we obtained and yearly revenue generation be abolished.

They should allow at least light tint, darker tints should be paid for and to exclusive people. Sun too much for this country, abeg.
