OP, I had the same issues last week and this was how I solved it. Go to this website and input your meter number; https://infocheck.abujaelectricity.com/

It will show you the amount of debt AEDC claimed you owe under "balance."

You can also go to any of their nearest office and they will check for you with their system. Once you recharge any amount above the said debt, you will get a token.

I've been able to chat up AEDC on their X handle and Thier response time is not bad.
So you can check up and chat yours, too

If there is debt on it and you are loading small money like 1500 it won't give you anybtoke , @ least 5000 so that 50% will be for debt recovery and 50% for token
