He is really a cunning fox. How a former UK immigration Lawyer managed to con ALL the 36 state governors to sign a big percentage of monies owed the states by the FG in Paris Club Refunds away to Ned Nwoko in so called "legal fees" still baffles me. What Was the Paris Club Refund.

The Paris Club is a group of foreign creditors (mostly Western countries) that Nigeria and other developing nations owed money to.

In the early 2000s, Nigeria restructured and paid off a huge portion of its foreign debt under President Olusegun Obasanjo’s administration.

After those payments, it was discovered that some Nigerian states and local governments had been overcharged or deducted more than they owed during debt servicing.

To correct this, the federal government approved refunds to affected states and local governments — this became known as the Paris Club refund.

Ned Nwoko, through his law firm Ned Nwoko Solicitors, was one of the consultants hired by the Nigerian Governors’ Forum (NGF) and the Federal Government to verify and recover these over-deductions.

His firm claimed to have conducted the forensic audit that revealed huge excess deductions from state accounts.

Based on his findings, he helped facilitate the refund of billions of dollars owed to Nigerian states and local governments.

Nwoko’s contract reportedly entitled his firm to a percentage commission (between 2–5%) of the amounts recovered for the states.

Given that the total refunds ran into billions of U.S. dollars, his firm’s commission translated into hundreds of millions of dollars.

These payments were made in tranches, and his name appeared among a few approved consultants during multiple refund rounds.
