There Jesus spoke of two separate hopes for righteous people some will live in heaven and the rest will live on planet earth. Psalms 36:29

Billions of people who died before Jesus was born and those who lived after the limited number God wanted as corulers with Christ are completed.

In the beginning of creation God never purposed that humans will live in heaven what God arranged for mankind is planet earth {Psalms 115:16} but after the rebellion in Eden God promised to use a different creature to settle the case Satan raised in Eden {Genesis 3:15} it was this prophecy that Christ came to fulfill and as God wanted it Jesus and his corulers were supposed to stay in Jerusalem and rule the earth from there {Isaiah 2:3; 9:6-7} but the Jews polluted that land with the blood of God's prophets so God abandoned Jerusalem {Matthew 23:37-38} that is why Jesus told his supposed corulers that he is going to prepare another place where they will stay with him to rule over the earth! John 14:1-3

In fact his disciples were surprised as he keeps talking about another destination which they never heard before instead of Jerusalem! Act 1:6-8

After Jesus commissioned Christianity the first set of people in different nations that accepted Christianity often become members of the anointed just as the first twelve apostles of Jesus that is the criteria because they will have to suffer all the persecution Satan will set before them as they struggle to preach and teach in their neighborhood. So it's the same criteria that all humans need to qualify for everlasting life but those who first become Christians are to be considered first before others.

God chooses among Christians those who are willing to let go everything they had for the kingdom interest {Mark 10:28-30 compare to Luke 18:18-23} just as the twelve apostle who surrendered everything they own to live the rest of their lives as pioneers of the faith.

Some are also selected in later times as Christianity is reaching their nation and they surrender their lives to work for the master.

Their number will be 144,000 they will live forever just like other faithful servants of God but their destination differs from that of others while others inherit EARTH {Matthew 5:5} they will inherit HEAVEN! Matthew 5:3
