“And I have other sheep, which are not of this fold; those too I must bring in, and they will listen to my voice, and they will become one flock, one shepherd" John 10:16

So when Paul was addressing those Born Again Christians he is talking about the first set which comprises of anointed Christians only!

Paul was alive when he penned down the words so he is talking about those who are alive among the anointed ones that's why he said those who are dead among born again Christians will rise first.
