One of the category is compellable witnesses...this category of witnesses, like the TY Danjuma you mentioned will be compelled(forced) by the courts to appear before it. It doesn't matter weather they are willing or not.
In a country, nobody should be seen to be above the law. Not the president, Not even the federal government!

A subpoena does not translate into appearance..I don't think you have ever witnessed a court case before.
