Heaven is spiritual. It is not physical like earth. It cannot be destroyed. It was God's abode BEFORE creation. That's NOT the heaven here. The heaven here was created durring creation. See it below

As you rightly said the heavens and earth mention in that book of Peter are not literal but symbolic.

So think of the real meaning instead of trying to separate one and giving it whatever meaning that suit you!🙂

You are confusing the idea of earth (which exists in God and cannot be destroyed) with what humans perceive as earth (which will be destroyed and another one created). What YOU perceive as earth WILL be destroyed.
Isaiah 65:17: "For I am about to create a new heavens and a new earth; the former things shall not be remembered, nor come to mind".
2 Peter 3:13: "But, in keeping with his promise, we are looking forward to a new heaven and a new earth, where righteousness will dwell".
Revelation 21:1: "Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and the sea was no more".
