They have an account that receives direct funding from the federal government and the management of that account it's collective which makes issues of monitoring very simple. Why can't you take your imaginary 1M to the Primary health care center close to your local government and use it to donate equipments to them and then use the opportunity to ask them how they used the funds Government gave them. That's how to do things, use your common sense, keyboard warrior.

How would they monitor the funds when the system isn't transparent and objective?

Do those citizens in those places you mentioned carry out jungle justice on those found wanting or they hand them over to govt institutions to prosecute? Do the govt of those places you mentioned grant pardon to unrepentant criminals? A minister with forged certificate just resigned due to pressure from the public, won't the govt of those places you mentioned take it upon themselves to prosecute such individual? Will the Nigerian govt do the same? Stop displaying your ignorance.
