You can't have a general more senior to the CDS.
This is how it is done in the military.
All Generals take orders from CDS and you are not supposed to take orders from your junior so as soon as a General junior to you becomes CDS you are to retire.
That is how it goes

Just pick the most senior officers for service chiefs but no...they will use tribal sentiments to select and then end up selecting an officer junior to a lot of people thereby leading to early retirement of officers senior to the one selected!!!!
