There are laws that regulates who get deported and who stays. Yes, he can direct his Executive arm to target certain people or groups, but the law ultimately dictates the final outcomes in each case.

The SA white farmers where being persecuted. we all saw it.


The Cuba, hati, and others were regular mass immigrants who came in illegally then got protected status and employment authorization. Whether this was a permanent or temporary status situation is left for the government of the day to decide.

I'm not sure if there was persecution reasons yet but it depends also on how they came in and many other factors.. There are temporary and permanent status given to immigrants which are open to reviewing.
