How do you openly make threats or enter a man's private residence without his authorization, not only that you cause chaos, do you know if that appended in Texas the owner of the premises would have been within his right to shoot dead the trespassers?
Anyway, it is within Neds right as a law abiding citizen to petition the police to investigate and act when he feels aggrieved, which is legitimate rather than taking the law in his hand unlike Regina's brothers. What those brothers should have done was to go and report to the police any issue the had with Ned, infact they should have gone with their sister to petition the police for discret investigation, that they did not do.
