I don't know how realistic this is.

Since it is almost impossible to defeat the islamist insurgents, (Afghanistan comes to mind), it might be wise to reach a gentlemanly agreement.

The military crushes them so badly that they are forced to negotiate. You give them a local government let's say in Bornu state to control.

In exchange, they won't operate outside that area. If they break the agreement, the army will come down very hard on them. A local government each could be given to each islamist group.

This can be done when both have been contained and know they can't win. Also, the federal army too can't win, just contain alone. I believe Boko Haram might accept such an agreement but ISWAP is another kettle of fish. They feel the Alqaeda aren't Muslim enough.
