Lere Olayinka, special adviser to Nyesom Wike, the minister of the federal capital territory (FCT), has accused Awwal Gambo, former chief of naval staff, of being scammed in a land dispute in Abuja and resorting to military force to assert his claim.

On Tuesday, Wike was involved in a confrontation with naval officers over a disputed parcel of land belonging to Gambo.

In a video circulating on social media, the minister was stopped by a military personnel from accessing the site, leading to a heated exchange between his security detail and the naval officers.

Speaking about the matter on Sunrise Daily, a Channels Television programme, on Wednesday, Olayinka said Gambo does not possess a title document proving ownership of the disputed land.

He challenged Gambo to confirm whether he submitted building plans for the land to the FCT development control office and whether those plans were approved.

Vice Admiral Gambo does not have a title document showing that he owns the land; he does not own the land,” Olayinka said.

Nigerians should ask him if he took his building plan to the Development Control Office and if it was approved.”

Olayinka recounted how the land was allocated in 2007 to one Santos Estate Limited for park and recreation purposes.

He said the company did not develop the land because it was designated as a parkway and walkway.

Olayinka said in 2022, Santos Estate Limited requested the FCT to convert the land’s use to commercial use, adding that the then minister of FCT refused to approve the conversion.

He said following refusal, the company allegedly began partitioning and selling the land, including to the former naval chief.

“That particular company was allocated in 2007 to Santos Estate limited for park and recreation. The company did not do anything on the land because that place is a parkway, a walkway,” he said.

“In 2022, the company wrote to the FCTA to convert the purpose to commercial. Probably in anticipation of the minister’s approval for conversion. The man started to partition the land and sold it to people, including the formal chief of naval staff.

“I want to say the former chief of naval staff was scammed and he has realized he was scammed. Instead of him coming out to seek help, he now resorted to using military might.

“In 2022, the minister of FCT declined the request for conversion but the man had already sold the land by then. Wike wasn’t the minister then.

“The minister is not against anybody. He is enforcing the law, which states that you cannot build on that land without approval. If you build without approval, the law mandates demolition. The minister is simply doing his job and is not targeting anyone.”

Olayinka said soldiers deployed to the land by Gambo are there to protect what he described as “illegality”.

This video & article just proves why, even when our politicians do the right thing, no one trusts them because of their antecedents and selfish nature, and inadvertently Lere has proved us right with an admission that obviously slipped out mistakenly.

Now Lere says the land was approved for parks and recreation by a previous FCT administration, which is why the former CNS cannot build and develop it for personal use and was apparently "duped".

However he lets it slip (while stuttering), that they have now "redesignated" the land for "public buildings" and "corporate offices".... so I ask what happened to the grand master plan and why is it being converted back to use for offices after all the brouhaha?? Are parks and roadways no longer important in a modern city.


This is exactly what Wike was accused of doing when he stole land that the university of Abuja had for the same parks and recreation and took it for private use with the excuse that the land was fallow and they were not using it to do anything and should have never had it anyway

The corruption in the FCT when it comes to land matters is just ridiculous and is why no one who is in the know can take any of them seriously when all they are doing is just plain old land grabbing.

Lol .. the people laughing don't know that Wike like the Governor of Abuja, Wike is empowered by to ensure Abuja development plans are followed.

A COS that couldn't lead by example by ensuring he gets all the necessary documents from relevant government authority. Decided to use military might and I see people supporting him because Wike is involved.

Such illegality will not stand before the law.

FCT authority should go to Court and seek an injunction barring the COS of claiming to be the owner of the land and asked to produce all relevant documents that supports his ownership to the land. Failure to provide those documents will automatically strip him of ownership.

COS does not know Wike, this is not a military case, it's not against boko haram or armed robbers.

It's now a civil case, lol.... Sorry Wike go revoke that land. Lol.... Wike will laugh the last laugh.

Scammed indeed. Wike believes every allocation prior to his coming as minister are invalid. He is embarking on a revocation and reallocation spree which is illegal, targeting mostly retired and serving military personnel. The FCT Minister can only revoke a land in overriding public interest (for schools, roads, bridges, security, or environmental reasons, etc). Reallocating revoked lands to friends, family and cronies does not qualify as overriding public interest.

Doesn't change the fact that Lieutenant Ahmed Yerima was on his right for acting on orders from his superiors.


Armed Forces Act, Cap A20, Laws of the Federation of Nigeria 2004:

1. Section 56 – Disobedience to lawful orders

“A person subject to service law who disobeys a lawful command given personally by his superior officer is guilty of an offence and liable, on conviction by a court-martial, to imprisonment for a term not exceeding two years or any less punishment provided by this Act.”



N.B : Don't misinterpret the clause "lawful orders". The context is ambiguous in this very case.
